give him a call from some landline number saying you r the police inspector from cyber crime branch at so and so place...and tell him that you have received complains against him from several ladies ..threaten him saying he could land up behind the bars for 5 yrs or so ...i think it should stop ...most likely u r a girl ..ask your bf or brother to make a call and speak in a heavy and a bossy tone .....
in any case best would be request vodafone to block that guy's messages from reaching u4rm past 20 days continusly i am gtting very cheap messages from Vodafone no-: 9711029061,plz advise wht to d?
Yes, as you already raised FIR again that number, then take a copy of that FIR and rush to your nearest vodafone call centre and ask them to inform you about this number and all the details, take all the details from call centre and then carry that details to police station and ask them to catch that guy. You can buy a samsung E 251 mobile it costs around Rs 5000.Then you can block the SMS and calls from that number.
You can check whether your present mobile has such feature or not.

Or try some public telephone booth.
You may get a chance to talk to the guy..
Call up vodofone call centre and walk in to their franchise they will surely solve this.
